Obverse:  The Statue of Liberty, waist up with mountains in background.  Above:  A Spread Eagle, with only arrows in its claws.  Below:  STATUE OF LIBERTY.  Reverse:  An unfurled 13 Star Flag superimposed over the original thirteen colonies map.  Above:  A Spread Eagle, with only arrow in its claws.  Below the flag:  THE FIRST FLAG  Edge:  Reeded
Although there is no indication of the maker or the designer, this is remarkably similar to products produced by the Baltimore City Mint.
