Panama, ca 1990's to 2000's. The note is 66 cm high x 155 cm long (aporox 2 5/8" x 6 1/16".  The obverse shows both side of a circulated Panama 1/4B coin.  Above is Republic of Panama with Cinco Balboas in center and Specimen below.  The number 5 is at each corner and Cinco at the left and right.  The reverse shows the Panama Coat of Arms in the center with Republica De Panama above and Cinco Balboas below.  The word Specimen across at an angle.  There are two large 5's and eight smaller 5's.  The printing is not clear, fuzzy.  The person who sold me this note stated:  It was simply an essay (printers) proof specimen that was never released to the public.  Presented for consideration just before the overthrow of the dictator Noriega, and were never considered for currency/printing.   The seller indicated the note had been owned for at least 6 years before being sold to me in 2009.  Based on the poor quality of the printing, poor image of a well worn coin being shown, this note more likely (my opinion)  is just someone's imagination of a possible banknote, and not any note anticipated being presented for printing.
