Panama 5c 1966 Double Struck

Panama, 1966. Double struck with 2nd strike 90% off center.  Seen on denomination side at 11 to 12 o'clock position.  The reeding from the 2nd strike is clearly visible.  When turned over the metal can be see extening outward from the rim / edge. .
